Residual impact

Loss of 18 hectares of native vegetation in degraded to very good (Keighery 1994) condition that:
- contains a high level of biological diversity in the context of the local area;
- forms part of a large remnant of native vegetation which is considered to comprise significant habitat for fauna indigenous to Western Australia; and
- is significant as a remnant in an area that has been extensively cleared (contains vegetation mapped as Beard vegetation associations 8 and 1413 which retain 10.35% and 25.75% of their pre-European extents respectively).

Offset conditions

9. Native vegetation conservation (conservation covenant)

(a) The Permit Holder shall enter into a conservation covenant, agreement to reserve or some other form of binding undertaking to maintain vegetation within Lot 747 on Deposited Plan 164879 and Lot 782 on Deposited Plan 168272.

(b) The conservation covenant, agreement to reserve or some other form of binding undertaking to maintain vegetation shall include, but not be limited to, the following conditions:
(i) native vegetation in the area subject to the conservation reserve must not be cleared, other than for clearing required under the Bush Fires Act 1954;
(ii) the land subject to the conservation reserve shall not be used for the purpose of cultivation of crops or pasture, or for the de-pasturing of any stock; and
(iii) the conservation reserve is to apply in perpetuity and be registered on the title of the property.

(c) The Permit Holder is to execute and return the conservation covenant, agreement to reserve or some other form of binding undertaking outlined in condition 9(a) of this permit prior to ground disturbing activities.

Rationale:

The offset involves entering into a conservation covenant, agreement to reserve or some other form of binding undertaking to maintain native vegetation. The offset relates to an area of 322 hectares of remnant native vegetation that:
- contains a high level of biological diversity in the context of the local area;
- forms part of a large remnant of native vegetation which is considered to comprise significant habitat for fauna indigenous to Western Australia; and
- is significant as a remnant in an area that has been extensively cleared (contains approximately 50 hectares of vegetation mapped as Beard vegetation association 8 and approximately 266 hectares of vegetation mapped as Beard vegetation association 1413).

The offset contains values the same as, or better than, the values of the clearing area. Therefore the offset counterbalances the significant residual impacts of the clearing.

Security arrangements:

The offset site will be subject to a conservation covenant, agreement to reserve or some other form of binding undertaking to maintain native vegetation. This arrangement is required to apply in perpetuity and prohibits clearing (other than clearing required under the Bush Fires Act 1954), the cultivation of crops or pasture, and the depasturing of stock within the offset area.
