Residual impact

Loss of 4.26 hectares of native vegetation that includes 3.1 hectares of feeding habitat for Carnaby's cockatoo and Forest Red-tailed black cockatoo in very good to good (Keighery 1994) condition . The native vegetation to be cleared also includes vegetation associated with a resource enhancement wetland and 3.1 hectares of native vegetation that contains a high biological diversity in a good to very good (Keighery 1994) condition.

6. Offset - Revegetation Plan
The Permit Holder must, within the area shaded red on attached Plan 4860/1b, implement and adhere to the offset commitments as outlined in the Revegetation Plan – Lot 2 Nicholson Road, Forrestdale, Revision 1, April 2014 attached as Appendix A to this permit.

Rationale:

The offset site will involve revegetation of approximately 5.4 hectares of native vegetation adjacent to the clearing area within the resource enhancement wetland and associated buffer zone. The revegetation will predominantly consist of wetland species but where appropriate, species which can also be utilised by black cockatoo species will be planted. The offset is relevant and proportionate to the significance of the environmental values being impacted.

Implementation Milestone 1 - relates to Condition Milestone 1

In accordance with the approved offset proposal, the permit holder is to implement the "Revegetation Plan - Lot 2 Nicholson road, Forrestdale, Revision 1, April 2014" which includes, but is not limited to, the following rehabilitation requirements:

Site preparation:
- ripping;
- weed control.

Vegetation establishment:
- planting at a rate of at least 4 plants per square metre

Monitoring:
- permanent monitoring quadrats
- photo point monitoring

Remedial actions (if completion criteria are not met):
- weed control;
- infill planting.
- rubbish removal
- fauna control
- plant protection measures

Completion criteria:
- a target density of 4 plants per square metre ;
- a target structure of 30% overstorey, 30% mid storey and 40% understorey; and
- less than 20% weed cover.
- Species composition of 75% of revegetation species list
