Residual impact

Loss of 1.43 hectares of native vegetation that comprises:
-0.9 hectares of foraging habitat and potential breeding habitat for Carnaby's cockatoo, forest red-tailed black-cockatoo and Baudin's cockatoo
-habitat for the western ringtail possum; and
-1.43 hectares of vegetation ranging in condition from very good to completely degraded (Keighery 1994), which is significant as a remnant within an extensively cleared area (Beard Vegetation Association 1000 which retains 27 per cent pre-European vegetation and Heddle Vegetation Southern River Complex which retains 20 per cent pre-European vegetation).

Rationale:

The offset involves the conservation of 11.83 hectares of native vegetation located adjacent to the clearing area. The offset site is a portion of a Crown reserve vested with the City of Bunbury for a land use of 'golf'. The offset site will be classified as a 'Class A' reserve to increase the security of the site for conservation.

The offset site includes similar vegetation types to the clearing area, in better condition. The offset site also includes black cockatoo foraging habitat and western ringtail possum habitat.

Given the above the offset is relevant and proportionate to the significance of the environmental values being impacted.

Security arrangements:

The offset site will be classified as a 'Class A' reserve under the WA Land Administration Act 1997. The City of Bunbury also proposes to designate the site as 'Regional Open Space' (ROS) under the Greater Bunbury Region Scheme. The purpose of ROS is 'to protect the natural environment, provide recreational opportunities, safeguard important landscapes and provide for public access'.

- achieve classification of the offset site as a ‘Class A' reserve.
- request the Western Australian Planning Commission to designate the site as 'Regional Open Space' under the Greater Bunbury Region Scheme
- install fencing between the offset site and the airport hangar development
- undertake weed control of pampas grass within the offset site (key performance indicator - 90% reduction)
