Residual impact

Loss of 3.52 hectares of native vegetation that includes 1.5 hectares of very good (Keighery 1994) condition vegetation
that is significant as a remnant in an area that has been extensively cleared (Beard Vegetation Association 4 and Michbin Vegetation Complex which retain 23 per cent and 26 per cent of their pre-European extents respectively).

Note: The permit holder is required to undertake rehabilitation of areas cleared for a temporary purpose. Additional mitigation for this rehabilitation has been applied to the residual impacts when assessing the suitability of the offset.

Offset conditions

6. Offsets - conservation covenant
Prior to undertaking any clearing authorised under this Permit, the Permit Holder shall:
(a) give a conservation covenant under section 30B of the Soil and Land Conservation Act 1945 setting aside the covenant area for the protection and management of vegetation in perpetuity; and
(b) provide to the CEO a copy of the executed conservation covenant.

7. Management plan
The Permit Holder must implement and adhere to the document ‘Rehabilitation Plan, Lot 11 Salt Valley Road, Hoddys Well’ 21 July 2014.

Rationale:

This offset will result in the rehabilitation of 2.4 hectares of land within an extensively cleared landscape. The vegetation types are similar to that of the vegetation to be cleared, and given that the offset site will be secured for conservation long term via covenant, the offset is considered relevant and proportionate to the significance of the environmental values being impacted.

Security arrangements:

A conservation covenant through the Department of Agriculture and Food Western Australia will be placed over the offset area.

BGC is to implement and adhere to the document ‘Rehabilitation Plan, Lot 11 Salt Valley Road, Hoddys Well’ 21 July 2014', which includes, but is not limited to, the following rehabilitation requirements:

Site preparation:
-topsoil transferred from clearing site to offset site
-ripping

Vegetation establishment:
-natural regeneration from transferred topsoil
-planting 21 species (final species list subject to availability) at a density of 1000 stems per hectare and using a structure class of 15% overstorey, 65% middle storey and 20% understorey (approximate)

Monitoring:
-monitoring of four transects including visual assessments of plant density, plant growth, plant deaths, regeneration and weed infestation

Contingencies/remedial actions:
-additional seeding
-additional planting
-weed management

Completion criteria:
-80% overstorey survival
-80% midstorey survival
-80% understorey survival
-diversity of 15 species
-create a stable landscape
-achieve weed species at levels not likely to threaten native vegetation
