Assessment criteria (a) it comprises a high level of biological diversity., (e) it is significant as a remnant of native vegetation in an area that has been extensively cleared.
Residual impact

Loss of up to 4.33 hectares of native vegetation in completely degraded to very good (Keighery 1994) condition that includes:
- vegetation comprising a high level of biodiversity within the context of the local area.
- significant remnant vegetation within an extensively cleared area (Beard Vegetation Association 1049 of which 6.8% remains within the Avon Wheatbelt Region).

Offset conditions

10. Retain vegetative material and topsoil, revegetation and rehabilitation

The Permit Holder shall:
(a) retain the vegetative material and topsoil removed by clearing authorised under this Permit and stockpile the vegetative material and topsoil in an area that has already been cleared.
(b) at an optimal time following clearing authorised under this Permit, revegetate and rehabilitate the area cross hatched red along Cunderdin-Quairading Road reserve as shown on Plan 4412/3d and Plan 4412/3f and Plan 4412/3g and Plan 4412/3h by:
(i) re-shaping the surface of the land so that it is consistent with the surrounding 5 metres of uncleared land; and
(ii) ripping the ground on the contour to remove soil compaction; and
(iii) laying the vegetative material and topsoil retained under condition 10(a) on the areas to be revegetated and rehabilitated as outlined in condition 10(b); and
(iv) deliberately planting and/or direct seeding native vegetation that will result in a similar species composition, structure and density of native vegetation to pre-clearing vegetation types in that area; and
(v) ensuring only local provenance seeds and propagating material are used to revegetate and rehabilitate the area.
(c) within 24 months of undertaking revegetation and rehabilitation in accordance with condition 10(b) of this Permit:
(i) engage an environmental specialist to determine the species composition, structure and density of the area revegetated and rehabilitated; and
(ii) where, in the opinion of an environmental specialist, the composition structure and density determined under condition 10(c)(i) of this Permit will not result in a similar species composition, structure and density to that of pre-clearing vegetation types in that area, the Permit Holder must undertake additional planting or direct seeding of native vegetation in accordance with the requirements of condition 10(b)(iv) and (v) of this Permit.

Rationale:

The offset will result in the rehabilitation of 3.5 hectares of native vegetation within road reserves that will become redundant as a result of the project. The offset areas are mapped as the same Beard Vegetation Association (1049) as the areas to be cleared. The rehabilitation will involve the reuse of the vegetative material and top soil from the clearing area and is required to be representative of pre-clearing vegetation types.

Given the above, this offset is considered to be relevant and proportionate to the significance of the environmental values being impacted.
