Assessment criteria (b) it comprises the whole or a part of, or is necessary for the maintenance of, a significant habitat for fauna indigenous to Western Australia., (e) it is significant as a remnant of native vegetation in an area that has been extensively cleared.
Residual impact

Loss of up to 1.7 hectares of native vegetation in a completely degraded (Keighery 1994) condition that contains:
- 1.7 hectares of foraging habitat for Carnaby's cockatoo, forest red-tailed black-cockatoo and Baudin's cockatoo;
- 52 potential habitat trees for Carnaby's cockatoo, forest red-tailed black-cockatoo and Baudin's cockatoo (defined as trees with a diameter at breast height of greater than 500 millimetres); and
- 1.7 hectares of significant remnant vegetation located on the highly cleared eastern portion of the Swan Coastal Plain bioregion.

Offset conditions

Condition 6:
The Permit Holder shall:
(a) Prior to undertaking any clearing authorised under this Permit, provide evidence from the Department of Lands that the management order over Lot 151 on Plan 1367, Byford (Reserve 37332), will be amended for the dual purpose of Public Recreation and Conservation; and
(b) Provide to the CEO a copy of the amended management order no later than 31 January 2016.

Rationale:

The offset involves the conservation of 5.6 hectares of native vegetation through an amendment to the management order for Crown Reserve 37332.
 
The offset site occurs approximately 1.1 kilometres north of the clearing site. The offset site is 7 hectares in size and contains approximately 5.6 hectares of Marri woodland over non-native grasses and therefore is considered to be in a completely degraded (Keighery 1994) condition.
 
The offset site is in the same condition as the clearing site and occurs in the same highly cleared local area. The offset site is also mapped as the same vegetation complex/association as the clearing site.
 
The offset site contains vegetation suitable as foraging habitat for Carnaby's cockatoo, forest red-tailed black-cockatoo and Baudin's cockatoo. The offset site also contains a number of black cockatoo habitat trees (i.e. trees with a diameter at breast height of greater than 500 millimetres).
 
The Commonwealth Department of the Environment's offset calculator has been used to confirm that 100 per cent of the significant residual impacts will be counterbalanced by the conservation of 5.6 hectares of native vegetation at the offset site.
 
Given the above the offset is considered relevant and proportionate to the significance of the environmental values being impacted.

Security arrangements:

The property will be secured in perpetuity through changing the management order of the reserve to include the purpose of conservation. The current purpose of the reserve is public recreation.
