Residual impact

Loss of up to 3.06 hectares of native vegetation in completely degraded to good (Keighery 1994) condition that includes:
- 0.11 hectares of a threatened ecological community (TEC) in good (Keighery 1994) condition described as floristic community type (FCT) 3a Corymbia calophylla - Kingia australis woodlands on heavy soils
- 0.13 hectares of native vegetation considered necessary for the maintenance of the TEC
- 0.24 hectares of significant remnant native vegetation in an area that has been extensively cleared (being the TEC and supporting TEC vegetation described above)
- 0.36 hectares of a palusplain wetland commensurate with a conservation category wetland (0.24 hectares of which is the TEC and supporting TEC vegetation described above)

Offset conditions

Condition 1:
Prior to undertaking any clearing authorised under this Permit and no later than 7 July 2016, the Permit Holder shall provide documentary evidence to the CEO that funding of $113,600 has been transferred to the Department of Environment Regulation to purchase land for the purpose of establishing or maintaining native vegetation.

Rationale:

The offset involves the provision of funds for the acquisition of 0.71 hectares of native vegetation representative of TEC FCT 3a on the Swan Coastal Plain. Given the nature of the TEC it is expected that the vegetation acquired will also contain wetland values and represent a significant remnant of native vegetation in an area that has been extensively cleared.
 
The offset is considered to be relevant and proportionate to the significance of the environmental values being impacted, mitigating the residual impacts of the project.
