Assessment criteria (b) it comprises the whole or a part of, or is necessary for the maintenance of, a significant habitat for fauna indigenous to Western Australia., (f) it is growing in, or in association with, an environment associated with a watercourse or wetland., (h) the clearing of the vegetation is likely to have an impact on the environmental values of any adjacent or nearby conservation area.
Residual impact

Clearing of 11.9 hectares of native vegetation that includes:
- foraging habitat for Carnaby's black cockatoo;
- vegetation which has value as part of an ecological corridor;
- vegetation growing in, or in association with, two conservation category wetlands (approximately 1.5 hectares growing in association with Coolongup Lake and approximately 0.2 hectares growing in association with Kerosene Lane Swamp); and
- vegetation forming part of Bush Forever site 356 (approximately 0.95 hectares).

The area to be cleared may also contain native vegetation representative of the Priority Ecological Community (PEC) Floristic Community Type (FCT) SCP 24 "Northern Spearwood shrublands and woodlands" (Priority 3).

Rationale:

This offset involves the onground management of a 79.2 hectare portion of Bush Forever site 356. The site contains foraging habitat for Carnaby's cockatoo and vegetation which has value as an ecological corridor. The site also contains two resource enhancement category damplands totalling approximately 1.4 hectares. The offset includes undertaking rehabilitation to support and buffer these damplands.

When combined with offset 2, a total of 86.7 hectares will be actively managed by the permit holder for the purpose of improving the condition and value of the existing remnant native vegetation. Both offsets also involve rehabilitation to support and buffer wetland areas.

Given the above, the two offsets combined are considered relevant and proportionate to the significance of the environmental values being impacted, addressing the residual impacts.

- install recovered logs/hollows from the area cleared for the Mundijong Rd extension works;
- undertake weed management;
- plant/seed native vegetation to support and buffer two resource enhancement category damplands; and
- commission a post-rehabilitation wetland and vegetation survey.
Timeframe:

Fencing/paths/access - targeted for 2009 and as required thereafter.
Installation of logs/hollows - post-clearing of the Mundijong Rd extension alignment.

In accordance with 'Attachment A; Proposed Rehabilitation Methods and Measurement, 5 May 2009', the success criterion for the offset is 'rehabilitation of native vegetation to a condition that will, in the future, likely support a self-sustaining plant community with improved density and diversity'.

The success of the offset will be assessed through a survey of the offset area. The survey will include, but is not limited to, the assessment of vegetation condition, species density, diversity and structure. The survey will determine any requirements for further active management.
Timeframe:

The survey will be undertaken in spring 2014. Any further active management will be undertaken as required up to 2021.

This offset includes the onground management of a 7.5 hectare area, the majority of which forms part of the Anstey Swamp conservation category wetland. The offset also includes a rehabilitation component.
