Residual impact

Loss of up to 19 hectares of native vegetation in completely degraded to very good (Keighery, 1994) condition that:
- comprises a high level of biological diversity;
- comprises 15 hectares of significant foraging and potential nesting habitat for Carnaby's black cockatoo including 22 potential nesting trees; and
- is significant as a remnant in an area that has been extensively cleared (includes vegetation mapped as Beard vegetation associations 142, 551 and 1024 which retain 13 per cent, 20 per cent and 12 per cent of their pre-European extents respectively).

Offset conditions

Condition 8:
Prior to undertaking any clearing authorised under this Permit and no later than 31 December 2016, the Permit Holder shall provide documentary evidence to the CEO that funding of $98,109 has been transferred to the Department of Environment Regulation for the purpose of establishing or maintaining native vegetation.

Rationale:

The offset involves the provision of a monetary contribution of $98,109 for the acquisition of 99 hectares of remnant native vegetation in very good (Keighery, 1994) condition that contains:
-  75 hectares of native vegetation that comprises of a high level of biological diversity;
- 99 hectares of foraging habitat and potential breeding habitat for Carnaby’s black cockatoo; and
- 99 hectares of native vegetation that is significant as a remnant in an area that has been extensively cleared.
 
The size of the offset was determined using the federal Department of the Environment's Offsets Assessment Guide.
 
Given the above, the offset is considered to be relevant and proportionate to the significance of the environmental values being impacted, counterbalancing the residual impacts of the project.
