Residual impact

Loss of up to 11.64 hectares of native vegetation in degraded to very good (Keighery, 1994) condition that:
- includes 4.32 ha of ‘Proteaceae dominated kwongkan shrublands of the southeast coastal floristic province of Western Australia’ community, which is a threatened ecological community (TEC) listed as endangered under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 and listed as a Priority 3 ecological community by the Department of Biodiversity, Conservation and Attractions, and provides foraging habitat for Carnaby’s cockatoo (Calyptorhynchus latirostris; rare or likely to become extinct under the Wildlife Conservation Act 1950);
- includes 2.8 hectares of Beard vegetation association 6048 in good to very good (Keighery, 1994) condition, which remains at 14 per cent of its pre-European extent in the Esperance Plains bioregion and 6 hectares of Beard vegetation association 4801  in good to very good (Keighery, 1994) condition, which remains at 11 per cent of its pre-European extent in the Esperance Plains bioregion; and
- contains a high level of biological diversity in the context of the surrounding landscape.

Offset conditions

Condition 9:
By 23 September 2018, the Permit Holder shall provide to the CEO a copy of the executed change in purpose of the area cross-hatched red on Plan 7188/2c within Crown Reserve 26257 from 'agricultural general' to 'conservation'.

Condition 8:
By 23 September 2018, the Permit Holder shall:
(a) relinquish the area cross-hatched red on attached Plan 7188/2b within Crown Reserve 518 to the Department of Biodiversity, Conservation and Attractions for addition to Cape Arid National Park; and
(b) provide to the CEO a copy of the executed land transfer

Rationale:

The offset involves the acquisition of 80.25 hectares of native vegetation within Reserve 518, vested with the Shire of Esperance for the purpose of camping and recreation and zoned as ‘National Park or Nature Reserve’ that contains the following values:
 
- 31 hectares of Banksia speciosa woodland in excellent (Keighery, 1994) condition that provides Carnaby’s cockatoo foraging habitat, Kwongan shrubland TEC and vegetation representative of Beard vegetation association 6048.
 
The area to be acquired was calculated using the Commonwealth Department of the Environment and Energy’s (DotEE) offset calculator. The remaining 49.2 hecatres of vegetation within Crown Reserve 518 will be banked as a pre-impact offset.
 
When combined with offset 2, these offsets are considered relevant and proportionate to the significance of the environmental values being impacted, counterbalancing the significant residual impacts of the clearing.
 

Security arrangements:

The offset site will be added to Cape Arid National Park, vested in the Conservation Commission WA and managed by the Department of Biodiversity, Conservation and Attractions.

Rationale:

The offset involves the acquisition of 104.9 hectares of native vegetation within Reserve 26257, vested with the Shire of Esperance for the purpose of parkland and recreation and zoned as ‘Agricultural general’ that contains the following values:
 
- old sand and gravel pits in good-degraded (Keighery, 1994) condition (5.68 ha)
- Boyra and Kunzea baxteri / Hakea clavata near granite areas in very good condition – 42.88ha
- Heath with scattered Nuytsia floribunda in very good condition – 57.468 ha.
 
The area to be acquired was calculated using the Commonwealth Offsets Assessment Guide, which determined 15.5 hectares of ‘heath with scattered Nuytsia’ will offset the clearing of 4.65 hectares of Beard vegetation association 4801. 
The remaining 85.5 hecatres of native vegetation within Crown Reserve 26257 will be banked as a pre-impact offset.
 
When combined with offset 1,  the offsets are considered relevant and proportionate to the significance of the environmental values being impacted, counterbalancing the significant residual impacts of the clearing.

Security arrangements:

The purpose of Crown Reserve 26257 will be changed from 'parkland and recreation' to 'conservation'.
