Residual impact

Loss of up to 6.5 hectares of native vegetation in good to excellent (Keighery 1994) condition, with the majority in very good (Keighery 1994) condition, that:
- contains a high level of floristic diversity;
- is suitable as foraging habitat for Carnaby's cockatoo, Forest red-tailed black-cockatoo and Baudin's cockatoo;
- includes 44 potential nesting habitat trees for the three black cockatoo species (trees with a diameter at breast height of 500 millimeters or greater), six of which contain hollows;
- is habitat for the western ringtail possum (scats were observed in three locations within the proposed clearing area); and
- is identified under the Greater Bunbury Regional Scheme as the McLarty/Kemerton/Twin Rivers/Preston River/Gwindinnup Ecological Linkage (North-South) and the Leschenault/Kemerton Ecological Linkage (East-West).

Prior to undertaking any clearing authorised under this Permit, the Permit Holder shall:
(a) give a conservation covenant under section 30B of the Soil and Land Conservation Act 1945 setting aside the covenant area for the protection and management of vegetation in perpetuity; and
(b) provide to the CEO a copy of the executed conservation covenant.

Rationale:

The offset involves placing a conservation covenant over 35 hectares of adjoining vegetation that:
- contains Lasiopetalum membranaceum (Priority 3) plants;
- includes 35 hectares of foraging habitat for Carnaby's cockatoo, Forest red-tailed black-cockatoo and Baudin's cockatoo in excellent to good (Keighery 1994) condition;
- contains over 143 habitat trees (trees that have a diameter, measured at breast height of 500 millimeters or greater);
- contains over 28 habitat trees with hollows suitable for Carnaby's cockatoo, Forest red-tailed black-cockatoo and Baudin's cockatoo
- includes 35 hectares of habitat for Western Ringtail Possum in excellent to good (Keighery 1994) condition; and
- is identified under the Greater Bunbury Regional Scheme as the McLarty/Kemerton/Twin Rivers/Preston River/Gwindinnup Ecological Linkage (North- South) and the Leschenault/Kemerton Ecological Linkage (East-West).
 
The area to be conserved was calculated using the Commonwealth Offsets Assessment Guide.
 
Given the above, the offset is considered relevant and proportionate to the significance of the environmental values being impacted, counterbalancing the significant residual impacts of the clearing.

Security arrangements:

The offset site will be subject to a conservation covenant under section 30B of the Soil and Land Conservation Act 1945. This arrangement is required to apply in perpetuity and prohibits clearing (other than clearing required under the Bush Fires Act 1954).
