Rationale:

The offset includes the rehabilitation of a 2.5 hectare area of the Rockingham Lakes Regional Park including the establishment of at least 780 tuart trees (Eucalyptus gomphocephala). The establishment of tuart trees will provide potential nesting, roosting and foraging habitat for black cockatoos in the future. Therefore the offset counterbalances the loss of black cockatoo habitat trees, meeting the requirement that an offset should be the same as, or better than the area of native vegetation being cleared.
Security arrangements:

The offset site is a Bush Forever site (Site 356) vested with the Western Australian Planning Commission and managed for conservation by the Department of Parks and Wildlife.

The ABN Group Pty Ltd Offset Planting Plan to be implemented by the Permit Holder includes but is not limited to the following:

Site preparation:
- weed control

Vegetation establishment:
- planting of 1040 tuart trees (Eucalyptus gomphocephala)
- planting of 520 other native seedlings using species recorded as occurring within 500 metres of the rehabilitation site

Monitoring:
- monitoring of two fixed transects recording species composition, cover and structure (survival rates to be determined through comparison of results to previous monitoring)
- photo monitoring

Success criteria:
- 75% survival rate of seedlings planted

Contingencies:
- infill planting
Timeframe:

Site preparation - at least one month prior to vegetation establishment
Vegetation establishment - after the first significant winter rains (targeted for June 2014)
Monitoring - annually for 5 years after completion of vegetation establishment
Success criteria - 5 years after completion of vegetation establishment
Contingencies - as required (i.e. when monitoring shows that the seedling survival rate is approaching or below 75% at any time during the five years after vegetation establishment)
