Residual impact

Loss of up to 16.82 hectares of native vegetation in degraded to completely degraded (Keighery 1994) condition that includes significant feeding and breeding habitat for the Carnaby's black cockatoo and forest red-tailed cockatoo.

12. Revegetation and rehabilitation

The Permit Holder shall:
(a) within 12 months of commencement of clearing authorised under this Permit revegetate and rehabilitate the area hatched red on attached Plan 3956/2 by:
(i) ripping the ground on the contour to remove soil compaction; and
(ii) deliberately planting and/or direct seeding native vegetation to a density of 1000 trees per hectare;
(iii) the species shall consist of Banksia species, Eucalyptus gomphocephala, Eucalyptus marginata and Corymbia calophylla;
(iv) ensuring only local provenance seeds and propagating material are used to revegetate and rehabilitate the area.
(b) within 24 months of undertaking revegetation and rehabilitation in accordance with condition 12(a) of this Permit:
(i) engage an environmental specialist to determine the density of the tree species under condition 12(a)(iii) in the area revegetated and rehabilitated; and
(ii) where, in the opinion of an environmental specialist, the density determined under condition 12(b)(i) of this Permit is less than 800 trees per hectare, the Permit Holder must undertake additional planting or direct seeding of native vegetation in accordance with the requirements of condition 12(a)(ii),(iii) and (iv) of this Permit.
(c) where additional planting or direct seeding of native vegetation is undertaken in accordance with condition 12(b)(ii) of this permit, the Permit Holder shall repeat condition 12(b)(i) and 12(b)(ii) within 24 months of undertaking the additional planting or direct seeding of native vegetation.
(d) where a determination by an environmental specialist that the density within areas revegetated and rehabilitated will result in a density of at least 800 trees per hectare, as determined in condition 12(b)(i) and (ii) of this permit, that determination shall be submitted for the CEO’s consideration. If the CEO does not agree with the determination made under condition 12(b)(ii), the CEO may require the Permit Holder to undertake additional planting and direct seeding in accordance with the requirements under condition 12(b)(ii).

Rationale:

The offset will result in the rehabilitation of approximately 8.9 hectares of suitable habitat for Carnaby's black cockatoo and forest red-tailed cockatoo within close proximity to the area being cleared.
