Residual impact

Following implementation of all avoidance and mitigation actions, the proposals will have the following significant residual impacts:
(For Cape Lambert to Emu Siding rail duplication)
- 40 hectares of permanent clearing of native vegetation within Millstream Chichester National Park (MCNP)
- 35 hectares of temporary clearing of native vegetation within MCNP

(For development of borrow pits within Millstream Chichester National Park)
- 86.20 ha of temporary clearing native vegetation in good or better condition within the MCNP
- 18.83 ha of temporary clearing native vegetation in good or better condition within an existing infrastructure corridor excised from MCNP (i.e. outside the MCNP tenure)

Offset conditions

7-1 The proponent shall undertake measures during the implementation of the proposal, in accordance with the proposal and with the agreed Residual Impact package described in the Cape Lambert to Emu Siding Rail Duplication Project Offsets Strategy (June 2011), Stage 1: Borrow Pit Project Environmental Offset Package (July 2012) and summarised in Schedule 3.

Rationale:

As the impact from the Cape Lambert to Emu Siding Rail Duplication project will affect values within a National Park, an offset involving the funding of Department of Environment and Conservation projects within Millstream Chichester National Park and surrounding areas is considered appropriate. The funds will be contributed to the DEC for use within the MCNP and surrounding areas under DEC management in the Pilbara, specifically for rehabilitation and weed control.

Activities undertaken within secure tenure or land managed by the Department of Environment and Conservation.

Governance arrangements:

The Department of Environment and Conservation will expend the funds in accordance with the following agreement: Cape Lambert to Emu Siding Rail Duplication Project offsets strategy - Rio Tinto Iron Ore and Department of Environment and Conservation.
